Thank you for clarifying your intentions. I have spoken with everyone you reached out to and I am responding on behalf of those staff.
We want to thank you for your efforts expended in your letter from January 24, 2018. It appears that you have thoroughly researched the topic of equipment maintenance rates.
However, the Center for Medicare and Medicaid Services (CMS) has approved our maintenance rate of 100%. The Healthcare Organization has the responsibility to prove to the Joint Commission surveyor that they are meeting that 100% requirement.

Though your rational was most eloquently presented, it was felt that since the healthcare organizations we accredit vary widely in size, complexity, operations, and risk, our standards rarely are able to prescribe one particular method of compliance of the type presented in your letter. In addition it was felt that prescribing one method of compliance could limit development of other ideas.
Each setting we accredit may have different operational variables and are expected to customize their medical equipment management programs to optimize their effectiveness. The definitions for “compliance” provided your letter appear to be relevant to your setting; as always our on-site process would confirm if they are indeed effective.
Finally, it was felt the concepts and definitions you presented may be useful as examples to others, and perhaps you should explore providing input to groups that develop guidance and management strategy documents for similar settings (i.e. large hospitals, in this case). Some suggestions would be ASHE ‘s “Maintenance Management for Medical Equipment”, the AAMI publication “EQ-56” or the AAMI publication “Joint Commission Standards for Clinical Engineering Departments” by Bob Stieffel. These would be appropriate venues for this type of information.
